Improving headlight brightness

Although I really love my Camry (literally the most reliable car ever) the one thing that I have to say sucks are the headlights (I think it's more of a technology issue rather than being a Camry issue).

I wish I had the nice bright lights of the brand new Camrys, they are so so nice. Anyways, I have been shopping and asking around for the best options and came to two results.

Premium Halogens
The first, being the safest but relatively less bright is the Philips X-treme vision (https://www.rockauto.com/en/moreinfo...353682&jsn=865) although they look promising, the reviews are pretty mixed and I'm not impressed with the lifespan. The price is pretty darn low though so the lifespan is not a deal-breaker.

Xenons
The second option, recommended by my cousin, is xenons. The installation looks somewhat easy and the results look really amazing. My cousin has these (https://www.xenonpro.com/h11-low-bea...headlights-kit) on his Civic and I have to say I'm impressed. The price point, however, may be a deal-breaker.

I am curious to know if you guys have suggestions, cheaper but reliable xenon options, or anything else.

PS: I recently used a headlight restoration kit and I don't have the budget for new assemblies.
